Arturs Neikšāns (born March 16, 1983, Valka) is a Latvian chess International Master (2001). He twice won the Latvian Chess Championship in 1999 and 2011. Arturs Neikšāns has been crowned a city champion of two cities - Valka in 1998 and Jelgava in 1999. He won in Baltic Sea Junior Championship, held in Tallin in 2001^[1] and Aivars Gipslis Memorial tournament, held in Riga in 2002.

Arturs Neikšāns played for Latvia in Chess Olympiads:^[2]

In 2000, at first reserve board in the 34th Chess Olympiad in Istanbul (+5 −3 =2);
In 2006, at first reserve in the 37th Chess Olympiad in Turin (+3 −1 =1).

Arturs Neikšāns played for Latvia in European Team Chess Championship:^[3]

In 1999, at fourth board in Batumi (+2 −3 =4);
In 2011, at third board in Porto Carras (+5 −2 =2).^[4]
